It's called "Faces of the Internet".

More than 8,700 documents were revealed last Thursday by Wikileaks including those "Faces of the Internet": a guide for emoticons.

It's a set of special emoticons probably used in secret communications either by the Agency or by other agencies. The list has been compiled by a certain user #71475. Everything seems to be always coded over there.

Here is an example of what it looks like:

̿ ̿̿'̿'\̵͇̿̿\=(•̪●)=/̵͇̿̿/'̿̿ ̿ ̿ ̿

щ(゚Д゚щ) < "Dear god why‽ )

y=ー( ゚д゚)・∵. shot my head

You can see it's a well-defined language wich can pass by anyone and you won't even notice something serious could be going on.

On a serious note, this can be a coded language too (you can try cracking it). Though this seems to have a clear meaning, no one can actually tell how it's used or when. ¯\(º_o)/¯

But according to Jordan Pearson, this could be a complete waste of time by CIA spies.

This list is full of many emotional emoticons, and lovely animals face what gives the impression of a fan and casual tools used by CIA employees. But the comment another user gave under it let's understand that it was a huge pain to get it done: "Oh thank you, you amazing human being". That's the CIA, the mystery continues...

(・∀・) "well" or "good"

(・A・) "bad" or "not good"
